Which Gambling Sites Are Legal in Ontario?

iGaming Ontario lists 49 operators running 84 sites, plus OLG.ca. A site that isn't on the list isn't part of Ontario's regulated market. Search it here.

On September 30, 2026 iGaming Ontario’s directory listed 49 operators and 84 gaming websites, and it says the listing is accurate as of 2026-09-01.

Two public bodies run Ontario’s online market. The Alcohol and Gaming Commission of Ontario (AGCO) is the regulator: it registers operators and sets the rules they must follow. iGaming Ontario (iGO) conducts and manages online gaming offered by private operators and signs an operating agreement with each one (AGCO: roles of the AGCO and iGO). A site is fully authorized only when both steps are done. iGO says being fully registered and authorized means the operator “has successfully received a registration by the AGCO and, with the exception of OLG.ca, has executed an operating agreement with iGO”.

One exception to keep in mind: online pari-mutuel betting on horse racing is not offered through iGO’s operators, so it is not in the directory. iGO says that for “a gambling product not offered by an operator acting as an agent of iGO, such as pari-mutuel wagering on horseracing, iGO cannot address your complaint” (iGO player support). This page covers casino, poker, bingo and fixed-odds sports betting sites. It copies the official directory and says what date it reflects.

Several brands, such as BetVictor, ComeOn!, LeoVegas, Casino Days and Royal Panda, use an Ontario-only path on a global .com domain: the bare domain is the international site, which is not what iGO lists. Why OLG.ca is not in the directory

OLG.ca is legal, but you won’t find it in iGO’s directory. iGO explains that the Ontario Lottery and Gaming Corporation “conducts and manages OLG.ca as an Ontario government agency and is also the internet gaming Operator of OLG.ca”. Private operators, by contrast, work “under the conduct and management of iGaming Ontario” (iGO: what we do). The AGCO’s role page says the same: iGO “does not conduct or manage online gaming at OLG.ca” (AGCO).

So for online casino, poker, bingo and sports betting, there are two kinds of legal site in Ontario:

  1. The 84 sites in iGO’s directory, run by 49 private operators that the AGCO has registered and that have an operating agreement with iGO.
  2. OLG.ca, run by the province’s lottery corporation. The AGCO still sets the standards it must meet.

Online pari-mutuel horse-race betting sits outside both: it is not offered through iGO’s operators, and iGO says it cannot address complaints about it (iGO player support).

Brands that are not listed, such as Stake

If a brand is not in iGO’s directory, it is not part of Ontario’s regulated market. Stake is one example: it did not appear anywhere in the directory when we checked on September 30, 2026. The same applies to any site you can’t find in the table above.

What the officials say about unregulated sites:

  • When the regulated market opened, the AGCO told players that if they had an account with a site “that did not become part of the regulated market on April 4th, 2022 that site is unregulated” (AGCO internet gaming FAQ). That FAQ was written for the 2022 transition; today the test is simply whether the site is in iGO’s directory.
  • iGO warns that on an unregulated site there is “no guarantee that deposits are securely stored”, “payouts could be delayed or not given at all”, and operators “have no accountability to regulators” (iGO directory page).
  • iGO says its self-exclusion tool, BetGuard, covers all regulated igaming sites in Ontario, including OLG’s (iGO BetGuard announcement). iGO does not say it reaches unregulated sites, and since those sites have no agreement with iGO, you should not rely on BetGuard to block them.

A brand that is licensed elsewhere, for example in another country, is still not regulated in Ontario unless it appears in iGO’s directory. For the wider picture, see our guide to offshore gambling sites in Canada.

How to check a site yourself with iGO and the AGCO

You don’t have to trust us, or anyone else’s list. It takes about a minute:

  1. Open iGO’s directory at igamingontario.ca/en/player/regulated-igaming-market. Use “Search igaming sites” or the Operators filter, and note the “accurate as of” date near the top.
  2. Match the full web address, not just the name. Open the site from the directory’s own link, or compare the full address in your browser with it, including any path. Ontario versions often use a separate address, such as on.bet365.ca or on.bet99.ca, or an Ontario-only path on a global domain, such as betvictor.com/en-on or leovegas.com/en-ca/on. The bare .com address of those brands is the international site.
  3. Look for the logos. iGO says every site offered by a fully registered and approved operator in Ontario shows the iGaming Ontario and BetGuard logos (iGO player FAQs). Logos can be copied, so treat this as a second check, not the only one.
  4. The AGCO points to the same list. “AGCO licence lookup” is a common search, but the AGCO’s List of Registered Internet Gaming Operators page just says the directory of all fully registered and authorized operators and their sites “is available via the iGaming Ontario website”.
  5. Check you are in Ontario and 19+. You must be 19 or older, and you cannot place a bet unless you are physically in Ontario. iGO says you can open a new account or use an existing one from outside the province, but you cannot place wagers there (iGO player FAQs).

What changed recently

  • September 1, 2026: the “accurate as of” date on iGO’s current directory (49 operators, 84 sites). iGO says the listing is updated every time a regulated operator makes a new site available. We have not yet compared this listing with the previous one, so this page does not list individual sites added or removed; we will add that after iGO’s next update.
  • May 14, 2026: when it launched BetGuard, iGO described the regulated market as “more than 75 regulated sites” (iGO). The directory lists 84 as of September 1, 2026.
  • May 14, 2026: iGO launched BetGuard, one portal to opt out of every regulated online gambling site in Ontario, including OLG’s (iGO).
  • May 2025: iGaming Ontario became an independent provincial agency. It had been set up in July 2021 as a subsidiary of the AGCO (AGCO).
  • April 4, 2022: private operators with an AGCO registration and a signed iGO operating agreement could start offering games to Ontarians (AGCO player support).

If something goes wrong: complaints

The AGCO recommends three steps with a regulated site: check the terms and conditions, follow the site’s formal complaint process, then wait for a decision, which “can take up to 90 days” (AGCO: internet gaming complaints).

  • Still unresolved? You can contact iGO’s player support (iGO player support) or complain to the AGCO if you think the site broke the rules. Have ready the site name, your player ID and the site’s complaint reference number.
  • Responsible gambling, possible illegal activity or advertising: the AGCO says you may complain to it directly, without contacting the site first.
  • Know the limits. iGO says it “does not resolve or make decisions on disputes regarding gambling-related transactions” and “cannot directly settle any bets, refund wagers or award compensation” (iGO player support). The AGCO says a complaint to it “won’t resolve your dispute” and it “can’t get your money back”. If the AGCO finds a breach, it can issue warnings, suspensions or monetary penalties.

Is there an official list of iGaming Ontario operators?

Yes. iGaming Ontario publishes a directory called “What sites are regulated for play in Ontario?” at igamingontario.ca. On September 30, 2026 it listed 49 operators and 84 gaming websites and said the listing was accurate as of 2026-09-01. The AGCO’s own “List of Registered Internet Gaming Operators” page points to that same iGO directory.

How do I do an AGCO licence lookup for an online casino?

The AGCO does not keep a separate public list for igaming sites. Its “List of Registered Internet Gaming Operators” page says the directory of all fully registered and authorized operators and their sites is on the iGaming Ontario website. So the practical check is iGO’s directory: find the brand, then open the site from iGO’s own link. Several brands use an Ontario-only path on a global .com domain (for example betvictor.com/en-on or leovegas.com/en-ca/on), so the bare domain alone is not enough.

Is OLG.ca legal if it isn’t in the iGaming Ontario directory?

Yes. iGO says OLG.ca is operated legally under the conduct and management of the Ontario Lottery and Gaming Corporation. It is the one regulated site that does not need an operating agreement with iGO, which is why the directory leaves it out. The AGCO still sets the standards OLG.ca must meet.

Is Stake legal in Ontario?

Stake does not appear in iGaming Ontario’s directory of regulated sites (checked September 30, 2026; listing accurate as of 2026-09-01). That means it is not part of Ontario’s regulated market. The AGCO says a site that did not join the regulated market is unregulated, and iGO says unregulated operators have no accountability to regulators.

How can I tell a regulated site apart from a copy or look-alike?

iGO says every site offered by a fully registered and approved operator shows the iGaming Ontario and BetGuard logos. Logos can be copied, so also compare the full web address in your browser with the address iGO’s directory links to. Ontario sites often use a separate address, such as an “on.” prefix, a “.ca” domain or an Ontario-only path like “/on”.

What can I do if a regulated Ontario site won’t pay me?

Use the site’s own formal complaint process first. The AGCO says a decision can take up to 90 days. If it is still unresolved, you can contact iGaming Ontario’s player support or complain to the AGCO. Neither can make the site pay you: iGO says it “does not resolve or make decisions on disputes regarding gambling-related transactions” and “cannot directly settle any bets, refund wagers or award compensation”, and the AGCO says its complaints process “can’t get your money back”. The AGCO can penalize a site that broke the rules.
